There's a great line from Super Troopers: Desperation is a stinky cologne. But regarding IPs that would make good role playing games, there's a comic called Planetary. The RPG would center around a field office that's relatively independent. Your three-person team can receive requests to investigate weird phenomena within a certain radius. And you can also have contact with the big 4. I highly recommend this comic for those that haven't read it yet. Also my LXG consists of Elijah Snow, Teddy Roosevelt, Abigail Williams, Velma, and Snake Eyes & Timber.
